It's just a nice little touch, a quite nice flavors. It just remind us that even if they're exiled from the city, there's still people in the city that missed them. Maybe later (spoiler?) after siege of zuldazar the city will change... as in not exiling people lightly.

I'm not exactly sure what this quest is all about, because it is really atypical quest for BfA.
Fly in other zone and just turn in a note...
I suspect it can be just a hint for Get Hek'd , because it starts really close to the turn in location. Or maybe there is some deeper meaning to all of thisAnyway, take the note and fly to Zuldazar The Sliver fly point if you have it or to Dazar'alor. (Or use Hs)
