Like others mentioned, the quest is bugged. Dropping the quest and picking it back up doesn't seem to work 100%, but re-logging does.

I lost Port Authority Zo'rau the first time, so I abandoned the quest and did it again. The second time I stayed mounted and flew with him until he disappeared (which is almost immediately after he takes off) and it completed the quest. Not sure if it was a fluke, but heads up in case it helps anyone else.
Quest is bugged. Can't abandon quest either. Anyone have coordinates for Zo'rau?

Description
I can hear Coordinator Xy'thir raging about the slide in business already. <Xy'nell shifts uncomfortably and ducks his head.> We're ready. Go to Port Authority Zo'rau. Tell them you represent an invested party and that the audit should be moved up. And there's one more thing I need you to do. Speak with me before you go.
