TheWoWDBApparently I'm the first person to have this problem, but the area is heavily phased and the questgiver hangs out in stealth, so even though you can see the "!" on the map, it doesn't show up on your minimap until you're directly on top of the guy. If you're standing right on where the overworld map says you should be and he doesn't fade out of stealth, leave the area and re-approach in the hopes that you get into the right phase.

I was hoping to find out if the tomes were drops or finds - I will update when I find out the hard way. Hard way: Drops from Azsh'ari Invokers or Neophytes.
The Azsh'ari Stromwitchs drops the Tomes, they are elites so not easy to solo. The Azsh'ari Invokers around [51; 30] does also drop the tomes and are normal mobs easy to solo.

Description
The naga use dark, forbidden rituals to subjugate the elements to their will. But such rituals threaten to destroy the elemental balance that binds this world together. The rituals must be stopped. Fortunately, the rituals the naga use are too elaborate to commit to memory. The ritual instructions are contained within ancient texts. If we destroy the ancient tomes that contain the rituals, the knowledge will be lost to the naga forever. Retrieve the tomes and I will see that they are destroyed
