For Every Soul is a quest for level 60 in Zereth Mortis. It is step 13 of 15 in the Starting Over storyline. It rewards 1 reputation reward, 8,150 experience and money.
Without the Arbiter to stem the flow of souls to the Maw, the Shadowlands will never be fully repaired.
This cannot be the end. Surely you can think of something?
