Hard to find the quest giver here. His name is [npc=151311] and he is hiding in a cave. The entrance is at /way 28.47, 40.00 behind an old shipwreck. But watch out - an Elite [npc=152544] patrols up and down in front of the entrance. The entrance is above a waterfall (clearly visible from /way 31.37, 40.83, see screenshot).

Don't leave the quest area! That's what's causing the targets to disappear. You don't need to collect an even number of crabs and creepers, just don't leave the quest zone. A bug I'm sure will be fixed soon.
For some reason I clicked on 7 crabs and I couldn't click on the final one...I abandoned the quest and went to click on 4 [npc=152790] and then 4 crabs and it worked.This was hotfixed in 8.2.5

What to do
Description
Outside is dangerous. It is safe in the Kelfin Pocket. We find the lost crabs, and slugs, and other friends. Here they get a new name and a new home. Find friends like these, and bring them home.
