The spawn rate was horrible for me, but I was one of the only people doing the quest. The quest in and of itself is simple: Kill the hydras and collect their scales. Scales drop 2 at a time, but I did have three drop from one of the elite hydras.

Drop seems pretty consistent at ~3 scales per hydra, whether elite or not. So, time wise, killing the non-elite ones seems to make more sense.

The spawn rate is low, even with several people in the area, but, I've found a good spot where about 5 hydra rotate and spawn. By camping out at /way 29.8, 41.5 (sort of near the base of the small waterfall) I've been able to finish the quest fairly quickly without running/flying around back/forth. You only need about 7 hydra to finish the quest, so this spot has worked well for me.

Description

I have been trying to gather some of the scales from the young hydra nearby. Their flexibility and strength makes them incredibly versatile. With all the cranky old hydra tromping around, I don't stand much of a chance. Can you gather some up for me?
