Candles spawn after entering rogue stealth (class ability).

If you are confused like I was, to complete this quest you need to enter stealth as a Rogue in order to collect the candles. Upon completing the quest chain you'll be able to pickpocket kobolds for a new poison item.

Fast hands, just like us--me! Quick hands just like me. Bring us, me, bring me candles! Yes! No ask question, just go get candles. We are, er, I am professional, yes. Professionals do not ask questions. Only get candles.
