The name of this quest is likely a reference to the Ingmar Bergman film Hour of the Wolf and to an old European myth regarding the hour between night and dawn when evil spirits were at their strongest and wolves were believed to lurk outside of houses.

When you arrive on Bloodmoon Isle, take the path up to the Shadowfang Keep-style tower on the top of the hill. As you go up the path, there will be a camp to your right. That's where you'll find [npc=27580], a large worgen. Once you've taken care of him, head up the path again, until you reach another camp to your left. That's where you'll find [npc=27579], a wolf cultist mounted on a worg.
Once you reach the top of the hill, go around the side of Shadowfang Tower and you'll find [npc=27578], a large worg, stabled within. Enter the tower proper, which is very much like SFK in miniature, and fight your way to the top. There you will find the [npc=27018] himself.
The strategy posted above for Arugal works well. The other bosses are straightforward tank and spank. For Selas and Varlam you'll probably have to deal with adds during the fight. With Goremaw, there are non-elites hanging around outside his stable, but you should be able to kill them first.
If you kill the mobs in the "wrong" order (waiting for respawns and taking the last boss before one of the others) you won't be able to complete the quest at the top of the tower. However, you can return to her at her camp and complete the quest there.

What to do
Description
It is time, then, {name}. Arugal must be defeated. Get a couple of people you can trust and head for Bloodmoon Isle. It's just off the coast, east of here. We'll hit them fast. Take out Arugal's lieutenants -- I'll catch up with you when it's time to take out the monster himself.

- A Sister's Pledge
Please, <name>. I know it is Arugal you're after. I swear on my father's memory I will help you take him down. But I must beg you... Anya is completely innocent, we cannot leave her with these savages. Help me rescue my sister and you'll have me at your side when you face Arugal.
After this quest
Taken from the storyline's own step order.
- The Bear God's Offspring
It is possible that the furbolg of Grizzly Hills have the same taint that plagued Vordrassil. They've been involved in a deadly tribal war recently after years of peaceful coexistence. The shrines that they guard to the east are home to Ursoc's offspring.
