An Exercise in DiplomacyThat will unlock Northern Hospitality from Sergei and Wolfsbane Root from Katja which lead to Test of Mettle, Words of Warning and Escape from Silverbrook.
Completing these will take you back to Amberpine Lodge. You can now do A Swift Response. Don't forget to loot Vladek and the Silverbrook Hunters after you kill them, they drop Mikhail's Journal.
After doing all these, quests from Hierophant Thayreen should be unlocked. She stands next to the flightmaster in Amberpine Lodge.
Now, you need to do the following quests in order to unlock the one we're after.

Then walk into the cave just beside him, you'll meet the bear there...
Simply kill Ursoc, and then use Purified Ashes of Vordrassil on him.Done, now go back and deliver the quest, and get your experience and reward
Skinning the corpse instantly respawns him.

It is time, {name}. Take these ashes and look for the furbolg that Kodian spoke of. If he went to seek Ursoc, he will be near his den, north of Grizzlemaw. You will need his help. You won't be able to defeat Ursoc alone. Once you've defeated Ursoc, use these ashes to purify his spirit. Only then will we know whether our efforts have been in vain or not.
