TheWoWDBI can't turn this in - when I get to Taelia she has no question mark - I've tried:
- exiting/re-entering the area
- leaving/re-entering the game
- abandoning the quest and picking it back up from Lucille
- doing a couple of other questsnothing seems to kick Taelia's question mark into action; any ideas?

yes; figured it out last night. I had several other quests open at the same time. I found that abandoning two of them specifically changed Taelia's position in the room and re-enabled her question mark for House Waycrest: 1) Brother Pike: Crucible of Storms: Relics of Shadow 2) Cyrus Crestfall and Flynn: Tol Dagor
Since I was also having difficulty turning in this quest, I wanted to document the steps needed to open it up. I had finished all the quests in Drustar. Only House Waycrest remained.
Taelia was not present at all in the harbormaster's office. Flynn Fairwind was present and had the quest An Explosive Entrance. After finishing up Sweete's Strongbox and accepting Tol Dagor: The Fourth Key, both Flynn and Taelia were in the harbormaster's office. Taelia was still now accepting my quest turn in. After finishing Tol Dagor, she still would not accept the quest.
Will update after more progress is completed. The next quest Flynn offered was The Mysterious Island.
