Does this really require no higher than rank one? I have rank 2 and 3 and they are not being counted towards the quest.

Description

I sent a team to mine some Ironclaw Ore, they said they didn't see any. Can you believe that? It's a blasted great claw coming out of the ground! I'm not sending them again. I trust you'll know Ironclaw Ore when you see it. Bring it to me, and you'll be rewarded.
