No, the quest isn't broken. The drop rate is ridiculously low.
Keep killing.
You receive Garrison Campaign: Deep Recon from [npc=81492] (Alliance Version) in your garrison.
This campaign takes you to Nagrand, and you want to fly to [npc=87395]. Head south to [npc=83051]; who is on a rise with an entrance around to the left (east) side. Unless you have stealth, or get lucky with trappers, you'll have to kill an [npc=86730] blocking the way. She is on the rise (49.8, 37.0) and lying next to a small tent. Turn the quest in and receive The Warlord's Council.
As soon as you accept The Warlord's Council you will be trapped by a net and have a bit of dialogue, then you will find yourself in a cage within the Chieftain's Hut in Mok'gol.
The dialogue will go on and on, but it will eventually stop. The [npc=83395] will mark as discovered, and the cage will open... in a bit. Once outside wait for a stealthed [npc=83053] to appear in the room for you to hand in and receive the all 3 follow-ups at once:
Plans of War
Intercepting the Orders
Putting Down the Packleader
These quests have you going around and killing certain named NPCs and collecting items from the huts. By the time you get through with all the killing required (try to activate an assault items) you will also complete Assault on Mok'gol Watchpost (though it will not count for Securing Draenor). You turn in all the quests to [npc=81492] in your garrison.

What to do
Description
Intelligence is the name of the game, friend. The more we know about Hellscream's plans, the easier it will be to thwart them. The Mok'gol orcs often act as Hellscream's couriers, carrying mission orders from this place to his outposts all over Draenor. Kill these riders, and recover any orders that you can find.
Where to go
Pins are the quest’s own POI points from the current retail client, projected onto the in-game zone map. The game marks one blob as the quest’s turn-in; the rest are objective areas. Points that fall outside a map’s window are dropped rather than guessed at.

Where this quest fits
Before this quest
Taken from the storyline's own step order.
- Plans of War
I managed to get my hands on Jeanine's notebook. She identified several key items in the nearby buildings to investigate, but couldn't follow up before her demise. The least we can do is follow the lead that she left us. Search the camp for the intelligence. I'll keep the orcs distracted.
After this quest
Taken from the storyline's own step order.
- Putting Down the Packleader
Operations at Mok'gol Watchpost are entrusted to a mighty warrior named Packleader Vor'gash. If we can take out this fierce leader, we can shut down their communications temporarily. You can find Vor'gash patrolling the compound to the northeast. Slay him.
