This quest is a part of a story-line and must have it's prerequisites completed before you can pick it up. The story-line quests are as followed. There is a possibility that they will not be grouped together like I have them shown below, but the primary thing is that all of the quests above Legacy must be completed before legacy becomes available.

  4. Li Li: Yellow and Red Make Orange and Chen: Leaders Among Breeders

  6. Li Li: Crouching Carrot, Hidden Turnip, Chen: The Warren-Mother and Mudmug: Thieves to the Core
