You need the "LIVELY Stormrays" not regular Stormrays. And they only can be caught from LIVELY Stormray pool. To get them don't bother fishing on the upper (NW) part of the area. Instead go down to the lower pool, below the falls. The upper area hardly has any pool spawns, the lower area has multiple spawns at once at they respawn fast.
I wasted 20 mins to get two fish in the upper area. Did the next 8 in a couple minutes do below.

This is an absolute nightmare of a world quest, spent 20 minutes to find a pool and it was already depleted by another player. I hope that in a later patch, the amount of pools increases and they are more easy to see to the eye, because its such a dark zone, you can hardly see anything. Not just this, the zone is so dark you cant see any pools, and its one fish per pool, so nobody can complete the quest with more than 1 person in the zone.
I found a good spot for these pools at 57'65 in a little alcove beside Ranger's Foothold. Quite a few pools. For those without co-ords, just above the letter 'D' on the Stormheim map of the word 'Skold-Ashil' & no hostile mobs around to accidentally pull.
