In order to acquire this quest, you need to have finished both After the Crusade and Who Needs Cauldrons?. If you skipped Andorhal, you'll need to finish it or the farm area will not phase.
This also requires Foes Before Hoes.
Turning in this quest changes the phase of the "Felstone Field" area for your character so that there are big plague clouds all over.
The farmers mostly just cower in place and don't attack you unless you get really close to them.

Storyline order is the client’s own QuestLine data from the current retail build.
Taken from the storyline's own step order.
The men who till Felstone Field are no farmers. They're soldiers. Thassarian's forces needed food, so he sent some of the Alliance north from Andorhal, to tend Felstone Field. The battle for Andorhal may be over, but another battle looms... Forsaken versus human.
Taken from the storyline's own step order.
Now that Felstone is ours, we can use its acreage - and any dead bodies we find - for our own purposes. I've received orders from higher up that you are going to be helping out in this process. You may have met Lindsay Ravensun on the battlefield in Andorhal.
