I think I finally figured out what's going on with these quests:
During the first quarter of the season (6 weeks) all four quests were made available, unlocking one every week:
- Early Morning Training, named as "Week 1 of 4", available since week 1
- Late Night Training: Week 1 of 3, named as "Week 2 of 4", available since week 2
- Midnight Training: Week 2 of 3, named as "Week 3 of 4", available since week 3
- Final Training: Week 3 of 3, named as "Week 4 of 4", available since week 4
When the 7th week hit, Early Morning Training got disabled and people got confused as the first offered was Late Night Training: Week 1 of 3, named as "Week 2 of 4", along with progress resets.
When patch 12.0.5 released the names were changed and got presented as:
- Late Night Training: Week 1 of 3, named as "Week 1 of 3"
- Midnight Training: Week 2 of 3, named as "Week 2 of 3"
- Final Training: Week 3 of 3, named as "Week 3 of 3"
I think that the names of the quests ("Early Morning", "Late Night", "Midnight", and "Final") seem to indicate the progress through the seasonand I believe we could expect Late Night Training: Week 1 of 3 to be disabled by the 13th week and Midnight Training: Week 2 of 3 on the 18th.
Blizzard should have been more clear into communicating how these quests work, because so far this is just a theory and have not seen any clear information, neither in game, nor outside.

Pins are the quest’s own POI points from the current retail client, projected onto the in-game zone map. The game marks one blob as the quest’s turn-in; the rest are objective areas. Points that fall outside a map’s window are dropped rather than guessed at.
