If you are looking for this breadcrumb quest it is located in Silvermoon City in the Sanctum of Light building near where Lor'themar Theron stands. I have also completed the main story and am level 90 not sure if both are requirements to see the quest. /way 47.65, 71.12
It looks like you have to complete the storyline to obtain access to this. I hit level 90 and finished the Eversong, Zul'Aman, and Arator's quest line (not yet touching the Haranar or void zones) and I do not have access to this yet.
Edit: This finally showed up for me after I finished the campaign quests.
