I was stuck with the quest text "wait for your allies to gather against the shadowguard" and for some reason taking the portal to dornogal finally updated my quest. It gave me "meet Locus-Walker at Overlook Zo'Shuul."
Yeah so i logged in for the first time in a couple months and after completing the quest before this one... there was nothing. So, I relogged (and came here in the process). That's when I finally saw something on my map & quest log.
You CAN actually fly right across. Turn in is around 48.2, 36.7 -- you then move onto Dead Silence.

Description
There is a small island to the northwest of here, called Overlook Zo'Shuul. My scouts have been searching for a way into Manaforge Omega, where we must stop the return of the All-Devouring. If we are fortunate, the scouts have already found a safe pathway inside.
