TheWoWDBSomehow I can't complete this quest because somehow my cloak talent was "auto leveled" which means I can't fulfill the requeriment to "Cloak Power Assigned". And I can't unlearn and learn the talent again.
Blizzard never fails us in their incompetence.

For those who use the addon Talent Tree Tweeker and cannot complete the quest do the following:
- Log in with the character that did all the quests and open the addon settings (/ttt)
- Go to the part that says Auto Talent Purchaser and uncheck the "Enable" on the Reshii Wraps part (at the bottom)
- Log in with an alt and do the quest that allows access to the new zone.
- Fly to Hashim's location, use /ttt again, and click the button labeled "Toggle Reshii Wraps UI".
- Purchase the First power in the talent tree and turn in the questThis did fix the issue for me

Not sure what parts of this method are needed:
- Quest currently in quest log, but bugged. 6/6 strands and 2 points upgraded. (TTT v1.12.50)
- Logged to Alt. Did first quest and used portal to Tazavesh.
- Logged to Main. Fly to Hashims Area.
- Go into phase diving phase.
- Look at upgrade tree. Close tree.
- Abandon Quest.
- Accept Quest, talk to Hashim.
- Bingo!

Description
Shad'anis has told me about you--a fleshling with the ability to travel to Untethered Space. How do you accomplish such a feat? Wait--let me deduce. It must be those wraps you wear as a cloak. They have been modified by a Reshii Ribbon. I have not seen such a thing since the Devouring War. Very nice. Classic. Do you want classic? Or do you want powerful? I can enhance your Reshii Wraps with modern technomancy techniques to better face the dangers of Untethered Space.
