Noko's Flute is a quest for level 60 in Revendreth.
<Noko breathes in slowly.>
The stage manager says he cannot find my flute anywhere.
The last time this happened, one of the rowdy roadies had run off with it.
You can find those troublesome dredgers causing trouble around the party.
Retrieve my flute from them and I will play for your guests.

The items for all 3 quests (Ansel's Lucky Violin Chiu's Lute Noko's Flute) can be found within the Ember Court scenario. I don't know if the locations are random, so here are mine:
[item=180485] was found at /way 59 48 on top of some crates
[item=180486] was found at /way 37 31 on a chair
[item=180484] dropped by [npc=170916] at /way 41 29
This is either bugged or has a terribly low drop rate. Spent an entire court killing roadies and not much else with no flute drop.
This was exactly where I found them too, thanks!
