TheWoWDBYou acquire three pets via this short quest chain -- Lubbins, Shyfly, and Mister Toots.
Even at level 70, this did not unlock for me until I turned in the final main campaign quest in Valdrakken, at which point this quest immediately became available to me from Jyhanna in the daycare. It also appears you can get this quest earlier than 70 once you finish the campaign.

Based on other comments, I did an experiment. Just before turning in the final quest in the campaign, I checked with Jyhanna and there was no quest available. I turned in the quest, received the "Just Don't Ask Me to Spell It" achievement, then flew back over & voila, there was the quest! I'm level 68. This confirms to me that completing the main campaign is what triggers this quest to become available.

Description
{name}, I am glad to see you! I am worried sick and could use your help. Recently, I rescued an abandoned proto-drake whelp. I named him Lubbins because he is so lovely! I brought him here to care for him and hopefully find him a good home as someone's pet. But now he is missing, and I am concerned that he is lost or hurt. I need to keep watch over the rest of my little ones, otherwise I would go searching for him myself. Would you please look for him?
