Make sure to drink the potion and actually turn into a rat, only then will you be able to talk to the rats and get "quest speech bubbles" with them
Is there quests that have to be done before this shows up?

What to do
Description
Okay, scout's honor this ain't a joke. I need help because... I turned my best friend into a rat. My friend Allie is the cook here. She tries her best but she's... no good. She's got a bum sniffer. So, I bought her a potion that would make her smell better! ...I mean, improve her sense of smell. But it turned her into a rat! Then she ran off! Ya gotta find her for me. Dealer had another potion to understand rats. I'm too afraid to drink it though. Can you use it an' find her?

Pins are the quest’s own POI points from the current retail client, projected onto the in-game zone map. The game marks one blob as the quest’s turn-in; the rest are objective areas. Points that fall outside a map’s window are dropped rather than guessed at.

<sniff> <sniff> This potion has the scent of the Vatworks on it. There's a vendor at the northern edge there who sells potions. It must be from him. If you can find him, maybe you can get him to hand over an antidote. Please help. You're the only one who can understand me!
