If it doesn't leave a small clickable blob, then there is nothing but junk to get from it.
If you can luck out and kill one right down the steps and if it has a clickable blob, you can get all 3 before it despawns.

You can mount up after picking up the buckets and it makes it much quicker.
The key to the whole thing, it has to have a clickable blob after you kill one of the [npc=165027]s. The drop rate is just very typical of blizzard. You don't have to abandon and retake the quest, just keep killing until it leaves a blob that gives you a cog icon on your mouse. It will stay there long enough, for me anyway, to run to the Pool of Potions (as long as you're close to it anyway) and back three times to complete the quest with that kill. What I did was hit the [npc=165027] once, run to the edge of the hill going up to the Pool of Potions, then kill it there. Third kill got me the cog. (After I came here and read Strokelock's post.)

What to do
Description
I shall teach you about the Pool of Potions. The potions we create here have a variety of beneficial effects. Kill the slimes in the surrounding ruins and collect the Oozing Ingredient: Viscous Oil they may drop. Each slime can produce a great quantity of oil, so you'll only be able to carry one slime's worth at a time. Deliver this oil to the Pool of Potions and toss it in.
