Ran into the missing turn-in issue today, and ticketed. The GM was able to fix the issue within five minutes of my putting in a ticket. They explained that usually NPCs have a back-up turn-in spot to deal with phasing issues like this, but Rangari Kaalya does not - which is a bug. So it looks like for the moment GM intervention is the only way to get this turned in if you're Alliance and have already completed the rest of the zone. However, hopefully GM feedback will get this bug to the devs' attention.

I'll spare the story of how many hours I spent wandering around trying to finish out Gorgrond and not finding the quest.
If you're not finding the NPC for this quest, chances are at some point it moved. It can be found at Evermorn Springs / The compost heap (41,85). There may be a couple of quests for you guys to pick up.
Also, I'll make a note, though I know this is the alliance version of the quest, I'm Horde. Hopefully this helps you guys out as well.
As of 25/06/25 this quest turn-in is still bugged.
From my exprience, after gathering 20/20 pollen and returning to [npc=81772], she disappears along with Yrel and the dwarven tank.
It seems that flying into the area to the west of her, Evermorn Springs, phases her out of the zone.However, this is the workaround I found:
- Abandon the quest if you still have it
- Fly away far enough that she spawns back in when you go back to her
- Accept the quest Pollen Power
- Fly SOUTH to the edge of the blue quest area on your map. Do NOT go very far into the quest area as this may phase Kaalya away
- If you can, taunt/tag the quest mobs from this edge and kill them outside the quest area
- (I periodically checked after each kill that Rangari Kaalya was still phased in)
- If there are no enemies around to kill, fly back to Kaalya and wait for a few minutes
- Repeat this process until you have 20/20 pollen
- If you didn't travel too far into the area, she will still be at the camp at /way 46.16 76.91 where you can turn in the questComplete the bonus objective in Evermorn Springs if that keeps popping up, this may help.

What to do
Description
The botani use monstrous insect-like creatures to pollinate their bloom. The pollen they carry has a number of powerful properties that would be of use to your garrison forces. If you bring me a reserve of this pollen I should be able to convert it to something of value.
