It's an empty stall with no vendor, and will give you credit when you walk near it, click the note that's highlighted on the fence to progress the quest. An Angry Collector ogre is nearby if you need a landmark. I was in rat form, not sure if that's required to complete.

Description
<sniff> <sniff> This potion has the scent of the Vatworks on it. There's a vendor at the northern edge there who sells potions. It must be from him. If you can find him, maybe you can get him to hand over an antidote. Please help. You're the only one who can understand me!
