As Varenne stated this really depends on where you are in the Waycrest questline. I had completed all of Drustvar (or so I'd thought) when I found this quest running World Quests. Lucille was in Upper Corlain at the fountain where the Waycrest questline concludes. So, if you try going to Watchman's Rise and do not find her there then head towards the Gates and Manor in Upper Corlain.

She might also be in one of the buildings at Arom's Stand - that's where I found her to hand in this quest.
