Go on the third floor to finish the quest.

If you're confused by why you had to just go up one set of stairs for going to the 2nd floor to fill the quest objectives, note that the game in English is localized with US conventions and the ground floor is numbered as first there.
And if you're confused by this comment, note that half of the World considers the ground floor a level 0 and calls "first floor" to the one above.
