The quest is not bugged, but the marker is on the wrong coordinates. Mayla can be found a little on south on these coordinates - 47.75, 84.72. It's very close to Suramar zone and it's exactly on the flight point.

When I run the script for the quest before this one in the storyline - The Backdoor - it shows it as completed. When I run the script for this one it shows that I haven't completed. I show having "Secrets of Highmountain" checked off in the "Aint no mountain high enough achievement"
Mayla Highmountain, Jale Rivermane, Navarrogg and Lasan Skyhorn are all on the lower level of thunder totem and none of them offer me a quest to pick up.
This is bugged for me, she is in the lower level at Thunder Totem. Cannot speak to her.

What to do
Description
I understand what Ebonhorn has been trying to tell me for a while now. Our people do not need a hammer, we need a leader. One willing to stand against any threat, even if they are terrified to do so. And between you and me, I am definitely terrified, but resolved. Let us return to Thunder Totem and prepare ourselves for war.
