If you're silly like me, picked up this quest then went to the Darkmoon Faire / logged out, came back and the portal is gone. Fear not! Just abandoned the quest, he'll be right back in place, re-accept and he'll open another portal!
With the release of chapter 4 the skip requirement seem to have moved.
That's a Wrap is now needed before the skip becomes available (again) on alts.
So basically now that we are in week 2, complete all available story quests to unlock the skip on alts.
Btw, you can pick up the new cloak even without doing the skip from the same NPC as before.

What to do
Description
I have been retained by the K'aresh Trust--a coalition of both broker and ethereal cartels who seek to reclaim K'aresh. The Trust is in desperate need of one of your skills, {name}. The Shadowguard assaults our city and threatens the work of the eco-dome project. Please accompany me.
