You can do this with three Left Sharks at level 1.

Aquatic
1st Pet: [npc=63847]: Keep up [pet-ability=230] and spam [pet-ability=297]. (Switch to [pet-ability=118], if you are about to die.)
2nd Pet: [npc=63847]: Keep up [pet-ability=230] and spam [pet-ability=297] (Switch to [pet-ability=118], if you are about to die.)
3rd Pet: [npc=63847]: Keep up [pet-ability=230] and spam [pet-ability=297] (Switch to [pet-ability=118], if you are about to die.)

Elemental:
1st Pet: [npc=63365]: Prioritize [pet-ability=404] over [pet-ability=298] and when both are on cooldown use [pet-ability=419]. (Turnip can often solo the encounter depending a bit on RNG.)
2nd Pet: Any Elemental. I had [npc=66950], but didn't need to use it.
3rd Pet: Any Elemental. I had [npc=127954], but didn't need to use it.

Flying:
1st Pet: [npc=73543]: Use [pet-ability=508] whenever possible. If the enemy is not sleeping, use [pet-ability=506]. Use [pet-ability=504] as filler spell.
