TheWoWDBIf the A Dangerous Harvest world quest is up you won't be able to gather [item=181252] unless you complete it due to phasing. It took me quite a while to notice that. They are located on the tree roots growing above the waterfalls in Glitterfall Basin marked on your minimap around /way 49, 41.1

Do the animacone daily quest if you aren't finding any of the vines, its a blizzard system so they of course phase out the quest items you are trying to do.
