BUGGED? What worked for me:
Walk down to Anduin to advance the quest. Can't click webs? Don't drop the quest, instead run back out of the sewers WITH Andiun following. Once you exit, run back down to the sewers and the webs will be clickable (at least they were for me).This bug still exists as of 10/23/2024. Just bought the xpac and on my very first play-through of the Dalaran scenario the webbed victims bugged out. This is almost 2 months after release :( Typical Blizz. I tried all of the advice of logging out/in, switching characters, completely exiting the game, and turning off addons - none of that worked for me.
Edit: Glad to see this is working for other people! I had this happen on my 2nd toon as well, and the "fix" worked again. Happy questing! :)

Don't follow the sewer straight and up the stairs all the way up to the surface, that's for the next part of the chain. Thecitizens get to safety point is in the sewers to the right of the inn/banky thing.
If Anduin isn't at the turn in location in the sewers, log out and log back in.
