There indeed was an issue where mount wasn't dropping, maybe due to level squish (blizz confirmed in very recent post https://ptr.wowhead.com/news=319188.5/world-boss-dunegorger-kraulok-up-this-week-mollie-the-alpaca-mount-dropping-once#comments ) but Good news - they have fixed it - and it looks like they have reset boss kill. I had killed Dunegorger on all my toons before they fixed mount drop - i thought i would re-kill him to see if they had reset him and the mount dropped! WQ wasn't reset but the boss kill was, so even though you may have wasted your time killing him before they patched the issue, at least you know you can re-kill him for chance at mount :-)
They do in fact respawn, it only takes like 3-4 minutes after they die to respawn in fact. Once you kill it for the first time that week though, you do not get any extra loot, but everyone will have a chance at World Boss loot every week!
