Unable to purchase the item, relogging didn't work, the only thing that works is abandon the quest and retake it.

Click the book on the table in front of Brann and select the dialogue option to complete the quest.

I had the same problem, I couldn't purchase the bag. I abandoned the quest and picked it up again and the quest was complete.
