For anyone that wants to take the "RP walking" route to the Councilward's office. Start by the pond in the middle of the Stoneshaper's Atrium at 57.60, 26.00.
From there:
- Head north up the wide stairway, turn left at the top and across to the small stairway ahead, up that and right onto the larger stairs.
- Follow them as they bear left, up to the top and into a medium courtyard.
- Take the doorway on the right side (North-East, with Hammer flags either side). As you head in, you should see "Counciward's Rise" come up on your screen.
- Follow the corridor all the way to the top and out onto a roof courtyard, with a spa. Continue straight ahead.
- As the courtyard emerges from the cliffside, into the open, you'll see a staircase on your left, heading down. Take that.
- Follow the path in front of the cliff and at the end, turn left into a doorway, with Hammer flags either side.
- Follow 'The Corridors' all the way up to the top (There's a door you can open halfway up that leads to some old acquaintances if you want to stop by).
- At the top you'll head out into a courtyard, continue straight on.
- After a little way, you'll see a small stair on your right, heading up and back. Take this and and continue into the door ahead of you.
- You've arrived in the Councilward's office! (He has a horrible commute).Dornogal is a definitely one of the mazier cities of Azeroth.
On live, if after turning in "something hidden" you can not get Peacekeeper Kragad to give you this quest, do a /reload.

What to do
Description
Those receipts you found... Steelvein is a known smuggler that we've been chasing for a long time. The Councilward will be pleased to finally have solid evidence on his activities, and maybe even on his whereabouts. Bring these receipts to Merrix immediately. He will want to study them in detail. He said he was heading back to his office, so you should be able to find him at the Councilward's Rise. I'll package up the rest of the evidence to be brought to him later. Good work today.
