I was able to pick this breadcrumb quest up after completing Slay the Saboteurs and Urgent Recovery but before picking up Erratic Artifacts. Even though [npc=223166] offers you Erratic Artifacts while you are doing Urgent Recovery, don't pick that quest up before completing Slay the Saboteurs and Urgent Recovery if you wish to complete this breadcrumb quest as well.

When doing the TWW recap, Aethas didn't appear for me until I picked up both Slay the Saboteurs and Urgent Recovery.

What to do
Description
With nothing to contain their arcane power, Dalaran's spires are crumbling. If we let their energies continue to bleed out unchecked, that power could destabilize and destroy what is left of our forces. Find Aethas! He will know what to do.
