I believe you must find dagg several times before he appears at your garrison.
I first found Dagg at 66, 61 in Frostfall, just northwest of Grom'gar.
The second time I found him was in the Daggermaw Ravine, at 39, 28. This was roughly 2-3 minutes after I found him the first time (I was actively looking for him).
After this I ported back to my garrison and found this surprisingly charming ogre waiting for me, just outside the northern garrison gate!
