If this World Quest is not showing up for you, even if you are in Azj-Kahet, make sure to choose a weekly Pact from The Weaver's Lair (The General, The Vizier or The Weaver) and the world quest will show up for you.
This quest only showed up for me when I *zoned in* to the City of Threads with WM on. Opening the City of Threads map from Dornogal with WM on did not display the quest.
I have not seen this quest once, even being in the area nothing pops, on any toon. Friends have seen it on one of their toons, but not alll.

Pins are the quest’s own POI points from the current retail client, projected onto the in-game zone map. The game marks one blob as the quest’s turn-in; the rest are objective areas. Points that fall outside a map’s window are dropped rather than guessed at.
Quests whose map markers the client places closest to this one on City of Threads, nearest first. Distances are straight lines between the markers.
Flight points closest to the quest’s first objective area marker on City of Threads:
Straight-line distances in yards between the quest’s own map markers (QuestPOI) and the client’s flight-point positions (TaxiNodes); flight paths and terrain are not modelled.
First seen in build 12.0.7.68887 (Midnight patch 12.0.7, the oldest build in our datamine).
Steps, storylines and map placement from the client’s QuestLine, prerequisite and QuestPOI data; neighbouring quest text is Blizzard’s own (quest API), shortened to its opening sentences.
Completing this quest counts toward these achievements.
