Use a conduit to phase dive and teleport to the Lunnal River conduit (south-west of the Oasis).

Go west and kill some of those : [npc=239830].

If you are unable to use the conduit, make sure you have;
-Your Reshii Wraps activated by the NPC Hashim, from the quest A Skip Through the Void. He's located on the flightpath Overlook Zo'Shuul in K'aresh.
-Completed the questline Diving Into Phase Diving by the NPC next to him, Shad'anis. Both of these quest's exclamation marks are in a large pink triangle on the map and won't even take a minute to complete.
This has worked for me as I was stuck for 2 days. Hope this helps for you too!

Description

I have been working on the Oasis console and I believe I am ready for the next step. It will involve destruction, so naturally I thought of you. I need you to use a phase conduit to shift into the Untethered Space of K'aresh and retrieve the essence of the ghostly slatebacks. I will explain more when you return.
