After you grab the chest and are going to make a daring escape, you do indeed need to jump off the ledge out into the air to be picked up by Taelia in the air.
as a side note, before you grab the chest, the nearby rare can be easily killed using your Azerite Grenade Strike.

It seems you have to complete the Crucible of Storms/Xal'Athath quest chain in order for this area to be unphased it seems. You won't be able to actually complete the last quest until the raid unlocks though so you might have to wait to actually do this quest.
Find [object=293343], it's on an island north of Freehold, you can get there by the bridge, the chest is near the ship.
After you get the chest jump from the ramp where it tells you.
