The world quest is visible from aboard the Vindicaar atop the Krokuun, but it doesn't help even a little to find the real quest destination.
Talk to Grand Artificer Romuul aboard Vindicaar, ask him to bring you to the surface. (No, do NOT interact with the console, it's not there.)
You will be dropped to the Argus quests' starting point.
Move forward along the road and on the first big crossroad you should find the idi[ahem]… boss in question.
%^&* this daily quest, it stays on your interface even after you right click to untrack it. Only way to get rid of it is to finish the quest, hella annoying.
