As of 10/12/2020, seems still bugged but THIS WORKED FOR ME almost everytime and completed my quest in 5 minutes.

Pull any Forsworn on the Steward, chains will appear between them and on kill, i was able to freed him!

Lemme know if is working only for me

EDIT: Try with every mob you can, Forsworn doesnt work 100%of the time!

So, I tried all of the following as suggested by these comments: relogging, reloading, leaving and re-entering the zone, pulling mobs on top of the adds that needed to be interacted with, and freeing another person's kill (which felt a little bad). However, I did not have luck with any of these methods.

What did work for me is pulling the Forsworn that was chained to the NPC away from it's spawned position (10-15 yards), and killing them there. For whatever reason, if I killed the Forsworn at it's spawn location--even if it had chained the NPC--I could not free the swole owls. But if I pulled them away from their spawn and killed them I was able to free 100% of the time.

I hope this helps someone that is running into the same issues. Cheers!
