TheWoWDBAs of today (3.10.) the quest is bugged for me. Theotar keeps despawning/respawning every couple of seconds making it impossible for me to complete the quest. If any1 faces the same bug and is able to fix it somehow I'd appreciate the help!

Did this today but did not receive the cloak so I am missing the cloak to complete the campaign set.
I was finally able to complete this quest by going to the red glowing swirls on the ground where Theotar is supposed to spawn the item and then relogging right on top of it. Some of them took a couple of relogs, but most of the time when you log on top of it Theotar first spawns the item for you and then continues to bug out.

Description
General Kaal was sent here on a mission for Denathrius long ago. On that mission, they concealed anima siphons, making their presence impossible to detect, to limit the amount of anima this workshop could use. That destabilized this area. The Forsworn must have noticed this and exploited the weakness. These previous actions are in opposition to our goal. Take Theotar and destroy those siphons.
