TheWoWDBI can't seem to get this quest to drop, spent days doing it so far. Any clue's?

I have three alts that are herbalists. I have been farming foxflower for months and none of them have gotten this quest to drop. I even took one from skill level 1 to 800 almost entirely on foxflower. I have even tried getting rank 1 on all herbs first to no avail. any suggestions?
After gathering all over highmountain i reread the quest tag found the nibbled flowers by the bears in witchwood. Afterwards went back and completed part 2 there as well.

Description
This herb has been chewed by some of the local wildlife. What kind of animal would eat foxflower? A bear? Perhaps your trainer in Dalaran will know.
