This quest is currently bugged as of 5.2 release. None of the Yaungols, near the door nor wandering in the area highlighted in blue on the map, will give credit for a kill. GM ticket opened... will update this comment in 3 days when GMs return my call.
Update:
Gm Response: This is a known issue. The only way to complete this quest currently is to engage the packs of 3 Yaungol as they approach the gate, but before they aggro onto the the Shado-Pan defenders at the door. Not every pack will give you credit for the kills, but it only took me 21 kills to get the credit for the 15 I needed.
On this quest, don't make the mistake I did and kill the mobs at full health wandering the village. Kill the ones right at the door to the Shado-Pan fallback, fighting the Shado-Pan Guard NPCs. The NPCs hit like trucks and will do most of your work for you.

Description
I sent for reinforcements from the Shado-Pan Monastery, but have heard nothing back. We have already lost the town. A few lucky villagers may have survived, but we are pinned down here. We do not have time to entertain strangers. If you can fight, help my men defend this tower. If not, leave, for you will not survive long here.
