When I tried to do it it bugged out and I didn't even realise. If the quest giver doesn't tag as being rescued straight after you accept the quest, abandon the quest and pick it up again, that's how I fixed it.

For some reason, if you're not on the ground (flying) when you speak to these npcs they won't get triggered and follow you, this includes the quest giver Sya Zhong, which may cause you to have to abandon and pick it up again.
Attempting to complete this quest while in a raid (it's been a while) will allow you to create your own Pandaren army!

I can't believe you made it here! I don't know how much longer I could have stayed hidden in here. I'm sure that there are others. {class}, we have to rescue them! Then we can go to Shado-Pan Fallback. The master there will know what to do!
