There's another quest before this one called Elves in the Machine. I didn't get this quest until I went south again to the furbolg village that the Horde has invaded. Captain Delaryn has the quest - the same one with the sleeping powder that doesn't do anything.

Description
<Onu bellows in pain.> The disturbance has become more severe. I am sensing a powerful force in our midst. It is unlike anything I have felt before. It comes from the earth itself. You and Delaryn Summermoon must seek it out, {name}. Go to the water's edge, to the place you call Nazj'vel.
Where to go
Pins are the quest’s own POI points from the current retail client, projected onto the in-game zone map. The game marks one blob as the quest’s turn-in; the rest are objective areas. Points that fall outside a map’s window are dropped rather than guessed at.

Where this quest fits
Before this quest
Taken from the storyline's own step order.
- Elves in the Machine
The Horde have already set up camp here. But we can still strike back. Their war machines are terrible to behold, but they are still machines. And machines do not work well when you go in and hack up a bunch of their inner workings.
After this quest
Taken from the storyline's own step order.
- Azerite Denial
This substance, Azerite, is hurting Onu... and the Horde seem eager to collect it for themselves. We must not let that happen. Collect as much Azerite as you can find. Ensure the Horde do not retrieve it.
The storyline at a glance
The Warchief's Command has 25 steps, from A Short-Lived Peace to From the Ashes....
Maps its steps are placed on (steps per map): Darkshore (15), Stormwind City (3), Ashenvale (3), Darnassus (3).
