I found two givers of this quest, both dead arakkoa lying on the ground. One's on the way into the area, the other's much farther in, after you've probably already killed at least half the targets for this quest. You'll get it done quicker if you pick up the quest from the first one. He's called Mortally Wounded Initiate and he's lying next to a post at 52,60. It's on the left as you're headed into the area.
