When you approach Admiral Taylor, Ephail should start walking out towards you. If this does not happen then you are bugged and should try the following things:
Drop the quest
Drop groups if you in one
Reset instances - right click your own portrait to find this option

I have to admit, when I did this quest and recieved the staff quest I nearly cried and I'm a horde mainly. RIP Admiral Taylor, you were a good guy to fight.
If you're unable to complete the step to "find the Admiral" or it doesn't progress from there: you can try to leave a group you're currently in and abandoning the quest and pick it up again. Bug in phasing.

Description
Admiral Taylor had figured out who was behind all this. He told us to save who we could... he wanted to handle matters himself. We never heard from him again, but we have our orders. Please... please find him. He went towards the farm.
