TheWoWDBFor now, for me on live this quest turn-in, inside the Stormwind keep Kayla Mills doesn't have the question mark above her head for the turn-in. So right now this is either bugged for me, or bugged as a whole.
Seems to have been fixed now, there are no other follow-up quests after it.

The quest has been hotfixed it seems. Handing in the quest shows you the Warbringers: Jaina cinematic and there is no follow up quest.
Strangely enough, after turning the quest in you're treated to a slightly edited Warbringers: Jaina cinematic, but unlike the Harbingers cinematics in Legion, there is no option to replay the cinematic from the turn-in NPC as far as I can see. If anyone finds an option, please reply so I can update.

Description
The footlocker contains a number of Lord Admiral Daelin Proudmoore's personal effects. Among them is a rolled letter, sealed with sea-green wax and stamped with the Proudmoore crest. The parchment tears easily and requires careful handling and it appears that the ink has been largely washed away by tide and time. Perhaps someone can restore the letter and reveal its contents.
